Ukraine, Borrell: “New military aid package of 5 billion euros for 2024”

The EU High Representative for Foreign Affairs and Security Policy, Josep Borrell, proposed a new military aid package toUkraine of 5 billion euros for 2024. “I have proposed a new multi-annual bilateral allocation of the European Peace Facility, up to five billion for next year,” Borrell said during the press conference at the end of the informal meeting of the ministers of European foreign affairs in Kiev.


“I hope that we will be able to reach an agreement before the end of the year, when member states will have to agree on the revision of the multiannual financial framework,” he added. Furthermore, Borrell continued, the EU will continue to train Ukrainian soldiers. “The current goal is to train 40 in the next few months. This includes specialized training for fighter jet pilots,” explained the EU High Representative. “We are also working on strengthening cooperation between European and Ukrainian defense industries. We had an important meeting here in Kiev a few days ago. We will continue to work to increase resilience, cyber defense and defense against hybrid threats, such as disinformation and the development of common strategic communication,” he continued. Finally, he said, “it is very important to increase our support for demining” the Ukrainian territory. “Fundamental condition for the economic recovery and reconstruction of Ukraine,” he added.

“The strongest commitment to security that the EU can give to'Ukraine is to continue the process of accession to the European Union – said Borrell – This is the strongest security commitment for Ukraine. Now Ukraine is a candidate country and is continuing on this path,” Borrell explained.

“The European Union remains united in its support for Ukraine – continued Borrell – We remain united. I do not see any member state reneging in its commitment to support Ukraine with the tools we have,” he said. "What we will do? We will do more than we are already doing. We will put financial demands on the member states on the table. On the civilian side, economic support, which is as important as military support. Because Ukraine's economy cannot collapse, otherwise there will be no possibility to support the war effort. And you know that there is a proposal of 50 billion euros,” he added. “And then, on the military side, a refinancing of the European Peace Fund with a specific fund to continue supporting Ukraine. As I said, there is a commitment for next year of another five billion,” he added.

And again: “Russia must pay for the inhumane crimes committed in Ukraine. Another important issue is the continued work to ensure that war crimes are punished, including the crime of aggression and inhumane actions, such as the deportation of children. Russia must pay for these aggressions and for all its crimes. We will now continue the work on this issue, in close consultation with Ukraine,” Borrell said.

EU Foreign Ministers noted that “the peace formula of Ukrainian President Volodymyr Zelensky is the only peace initiative discussed by the international community” – underlined the EU High Representative – The other formulas that were mentioned are disappeared. The only one that remains, the only one that attracts the attention and work of the international community, is President Zelensky's formula. This is the formula. And we will continue to work, as the European Union, to make it more global and to make it the basis of future peace", concluded Borrell.
