Artem Uss case, Milan prosecutors: “An elaborate and extensively programmed plan” – video

The Carabinieri of the Provincial Command of Milan, coordinated by the Public Prosecutor's Office at the Court of Milan, are carrying out enforcement, in collaboration with Eurojust and the US Authorities, in the Province of Brescia and abroad (Slovenia and Croatia) to a precautionary custody order in prison issued by the Milan GIP against six subjects (one Italian of Bosnian origin and five foreigners located abroad), seriously suspected of the crimes of evasion and attempted evasion in complicity, with the aggravating circumstance of the transnational crime of Artem Uss. This was announced by the Milan prosecutor, Marcello Viola, during a press conference held this morning in the prosecutor's office together, among others, with Carabinieri general Pierluigi Solazzo, provincial commander of Milan, highlighting that there is no evidence of the involvement of Artem's wife Uss. The investigation activities made it possible, in a short time, to identify the five members of the group that materially favored the escape of USS across the Slovenian border, also reconstructing the route taken by the suspects using four cars. Furthermore, a series of inspections was reconstructed, carried out in the months preceding the escape, aimed at finalizing the escape plan and the route to follow. Finally, it was possible to identify a network of supporters of different nationalities, on whom investigative investigations are still underway. The investigations, Viola explained, are still underway to identify other accomplices and possible instigators. The provision arises from an investigation launched by the Milan Investigative Unit on 22 March 2023, following the escape of the Russian citizen Artem Aleksandrovich Uss who he was under house arrest with an electronic bracelet at a house in the municipality of Basiglio (ME), awaiting the extradition order to the USA.

The man had been arrested the previous 17 October at Milan-Malpensa airport, in execution of the arrest warrant issued on 26 September 2022 by the Department of Justice of the United States of America, for the crimes of criminal association for fraud against the state, criminal association for violation of the International Economic Power Act, criminal association for the commission of bank fraud, money laundering conspiracy, punished with sentences of up to 30 years in prison. The investigations, developed with traditional investigative methodologies together with significant technical activity, also made use of both the international police cooperation channels, forwarded through Europol, and the international judicial cooperation channels activated through letters rogatory with some foreign judicial authorities and, finally , of the constant comparison and exchange of information with the US investigative and judicial bodies and, in particular, with the International Affairs Office of the Department of Justice and with the Prosecutor of the Eastern District of New York. In particular, the investigations focused on all the cameras in the area, from the municipal ones to the private ones to the "license plate counters" and on the mobile phones both from the point of view of telephone records, 11 million lines of which were studied, and in terms of concerns the "cells" that the devices "hook when moving". From viewing the cameras it immediately emerged that it was a voluntary escape and that the Fiat Bravo in which Uss fled was accompanied by three other cars, two Volvos and an Audi, one with an Italian license plate, a Slovenian and a Serbian.

The Carabinieri they also ascertained that one of the suspects had carried out inspections in the previous months, coming to Milan by going to Basiglio and then taking alternative routes towards Garda or abroad. In fact, during the press conference it emerged that at least five inspections had been carried out, therefore it was not an improvised escape, but it was an elaborate, constructed and extensively planned plan, to the point that some cars had been specifically purchased and the convoy he moved to expatriate immediately. The Carabinieri confirmed that the border was crossed in Gorizia and that, certainly, there was a change of car by Uss because the Fiat bravo never left the country. The deputy prosecutor Giovanni Tarzia explained that 124 alarms were issued from the electronic bracelet: approximately 7 in two days due to an electricity supply problem, around twenty, 10 on one day and 10 on the following day, for what were considered " tests” while, in all other cases, it was a communication problem between the bracelet and the operational base to the point that the company that dealt with the bracelets also intervened. This meant that every time the bracelet went off the Carabinieri went to check it. Responding to a question from reporters who asked if he believed it was possible that these were tests also to verify reaction times, the answer was that it is a plausible hypothesis, but that there is no evidence in this sense. Just as there is no evidence of the involvement of any foreign services.
